updated points system and added V2 of rule book,

added 2015 rule book which includes addition of allowing drivers to adjust tire pressures and compounds.

Wild card system will not be in use. 2nd race will be set by finishing order of race 1.

I adjusted the rule book to a 10 minute qualifying session with no pitting or telipitting allowed. Drivers are still allowed to enter pitlane and cool their tires in the garage if they wish.
