Though people who get this on their dedicated host should look at finding a solution. Timer bounding is not really good, it just avoids disconnections due to timeouts. You should really fix your system time adjustment setup or the timeGetTime function.
I had massive problems with NVIDIA drivers (419.x) and an RTX2060 (bluescreens and other peculiar effects). After the update to version 425.x everything was OK. Maybe it's the same case with you? Unfortunately, you have not mentioned the driver version used.
i too had timer bound issues at some point. not exactly sure what caused it on my system.
how ever it was a phase so to speak. but i think in my case it might have been some update to lfs that was the case. i dont remember atm which patch or version it was. but i do remember it timed out alot . i guess updates had that fixed over time. another thing maybe that could cause this , maybe some of the rollback updates from a microsft computer. i had some serious issues on some of those at one point.
to me it sounds like it may be your connection perhaps. if you use a free vpn forexample that can degrade your connection speed like ALOT. so perhaps try without such thing turned on. any connection can go form whatever it is to say around 4-5mb if used. which is a VERY high decrease even for a 20mb connection.or even more for even higher connections.but as said above. maybe try update your drivers for graphics and also the system. if none of that works. try to install a fresh copy of LFS.
